INTRODUCTION
IEM Form of Contract for Civil Engineering Works & IEM Form of Contract for Mechanical & Electrical Works was first published in 1994. With the publication of the IEM Conditions of Contract for Civil Engineering Works in 2011 & third edition of January 2017, the Institution feels that it is necessary to revise the conditions of contract for mechanical and electrical engineering works as well. This task was entrusted to the Sub-Committee on Engineering Contracts of PPC.
IEM Form of Contract for Civil Engineering Works (as it how been renamed), or IEM.CE2012 in short, is a complete departure from its predecessor. Being part of the IEM suite of Conditions of Contract, the conditions has been harmonised with the Conditions of Contract for Civil Engineering Works adopting the same approach in the drafting. An opportunity has been taken to also take into consideration new developments.

ABOUT THE PRESENTERS:
Ir. Wong See Foong, graduated with a degree in Mechanical Engineering from the University of Malaya in 1974 and has been in the engineering consultancy practice over the past 38 years. He is a professional engineer registered with the Board of Engineers, Malaysia and is presently a partner of MEP Engineering Sdn Bhd, a mechanical and electrical engineering consultancy practice. Ir. Wong is presently the Past President of the Association of Consulting Engineers, Malaysia (ACEM) and represents the association on issues related to building regulations, fire safety and professional practice. He was the Chairman of the original committee for drafting the IEM Conditions of Contract for Mechanical and Electrical Works (IEM.ME 1/94) and has continued with his contribution to the present revised IEM Conditions of Contract (IEM. ME2012).
Ir. Chong Chew Fan, holds a Bachelor of Engineering (Hons) in Electrical and Electronics from Universiti Kebangsaan Malaysia. He is a Professional Engineer registered with Board of Engineers, Malaysia (BEM), Qualified Person with Suruhanjaya Perkhidmatan Air Negara (SPAN), Corporate Member of The Institution of Engineers, Malaysia (IEM) and certified GBI Facilitator with Green Building Index Sdn. Bhd. Ir. Chong has more than 10 years of working experience covering design, contract administration, project management and consultancy in electrical and instrumentation services. He has vast experience in infrastructure and building works including green building and sustainable designs, housing development, mixed development, office and commercial buildings, water and wastewater, highways and roads. Ir. Chong is also an active member in various Working Group on Green Technology and Energy Efficient and Conservations in SIRIM and CIDB. He is currently the Committee Member of the Sub-Committee on Engineering Contracts, IEM.
Ir. Lim Eng Chong received his Bachelor’s Degree in Civil Engineering from the University Of Manchester Institute Of Science and Technology and his Bachelor of Law Degree from the University of Wolverhampton. He passed his Certificate in Legal Practice examination and was called to the Malaysian Bar in 2003. He has been involved in many major construction projects both as an engineer and a contracts specialist. Ir. Lim jointly updated Halsbury’s Laws of Malaysia “Building & Construction” (a reference encyclopedia of law for lawyers) title 2006 release published by Malayan Law Journal and also the proposed 2012 release the publication of which is being held back for technical reasons.
Mr. SH Ang holds a BSc (Material Science & Engineering) from National Tsing Hua University, Taiwan in 1989 and has been working in M&E contracting industry for more than 15 years. He served the sub-committee and involved in the Working Group on condition of Contracts for Civil Engineering Works for more than 5 years. He is currently working as an Asst. Vice President with a listed M&E contracting company.
Ir. Hj. Shahul Ikram bin Hj. Adnan is currently a Director of Railplan Consultants Sdn. Bhd., a civil and structural engineering consultants based in Bandar Baru Bangi, Selangor. He holds a Bachelor of Science in Civil Engineering from University of Nebraska, USA and an MBA (Construction Business) from International Islamic University, Malaysia. He is registered as a Professional Engineer with the Board of Engineers, Malaysia. Has served in the construction industry for the last 231 years and the most recent 10 years, in a project management and contract administration environment managing sewerage sector developments namely Jelutong Sewage Treatment Plant and Pantai 2 Sewage Treatment Plant. He is also a CIDB’s certified MyCESMM Trainer.
Ir. Ho Kin Wing holds a Bachelor’s of Engineering degree in Civil Engineering and a Master of Science in Construction Law and Arbitration. Ir Ho started his career in the UK and became a Chartered Engineer there in 1994 and a Professional Engineer in Malaysia since 1999. He has been a corporate member of the Institute of Structural Engineers UK since 1993 and a corporate member of the Institution of Engineers Malaysia and the Chartered Institute of Arbitrators since 1999. He is on the panel of Arbitrators, Adjudicators and Mediators with the Kuala Lumpur Regional Centre for Arbitration and was accredited as a mediator by the Construction Industry Development Board, Malaysia. He is a committee member of the IEM Subcommittee on Dispute Avoidance and Resolution Practice and Subcommittee of Engineering Contracts and was the Honorary Secretary of the Society of Construction Law Malaysia and Deputy Chairman of the Chartered Institute Arbitrators Malaysia Branch. Ir Ho has also been a lecturer for post-graduate degrees and has presented papers in public seminars and conferences. He currently specialises in construction contracts and dispute resolution advisory and consultancy for the construction, engineering, oil and gas industries.
Ir. Gunasagaran Kristnan graduated from The University of Michigan, Ann Arbor, Michigan USA with a Bachelor of Science in Engineering (Civil Engineering) on 27 April 1984. Was member in the vetting of IEM form of contract for civil and mechanical works. An active IEM member for 33years. Pertinently to mention, he is the Chairman of subcommittee of IEM Engineering Contracts for the past 10 years. Past IEM Honorary Secretary, Currently a council member. A Certified IBS trainer by CIDB, Certified Mycessm trainer by CIDB. Working group committee member of CIDB on the conversion of MYscessm to MS civil engineering standard of measurement. KKPT focus group member on Construction permits. Working group member of the CIDB form of contract for Minor works. Currently revising the IEM NSC with IEM subcommittee on Engineering contracts. Currently Director of Perunding Permai KG Consultant and also KG Construction. 1984 to 1986 Contract Civil Engineer with Jabatan Pengairan dan Saliran. Worked Another two years with a contractor before setting up a Construction company and after which a consulting company. Experience in civil construction work: building, factory, resistone retaining wall and structural design works. Special interest Civil Engineering Contract, adjudication and arbitration; Geotechnical. Pavement and Transportation, IBS.
